When I first saw this question, the shortcut -keep copying until you see a 1 and then complement the rest- hadn't occurred to me. So I thought I would just complement the bit, add 1 to it and if I get a carry then I would keep it in the flip flop to add it to the next bit coming from the input. Meaning that, In State-0 if the input is 0 then I should output '0' (after complementing) and keep that carry '1' in the flip-flop so flip-flop goes from state-0 to state-1. If the input is 1 then I should output '1' but the flip-flop remains in the same state which is state-0.

In State-1 if the input is 0 then I should output '1' -since 2's complement would be 10 and I have a carry '1' in the flip-flop- I would get another carry so the state remains the same. If the input is 1 then I should output '0' and the flip-flop remains in the same state as well.
